After my Google photos are completely backed up, can I delete the whole page ( all of them)? If I did that, would that delete them from my Drive/Cloud? I don't want 2 to that if it's gonna delete every single pictures off of my Cloud/Drive... Please help me..

Deleting them from Photos will remove them from the cloud too, so don't do that. Open up Photos and click on the hamburger menu (three horizontal lines in the upper left) and choose "free up space". This will remove the files from your phone that have been backed up and leave them in the cloud.

So if I do that then can I go on my phone to my salary & delete those pictures?

Also how do I Clear out my Storage so I have more space?

Choosing "free up space" will delete the pictures from your device. You will still see them in Photos from cloud storage, but if you delete them there, it will remove them from the cloud as well and they'll be gone. If the goal is to make room on your phone, then the free up space option will do that.
