I tend to agree with @dontpanicbobby that video didn't reveal much more than your original query. More actual details please -- What model is your phone and which version of Android is it running? And to save repetitive comments, what have you tried to solve the problem?
The first thing to always try is just restart your phone to see if the problem is still occurring. A lot of issues are just one-off matters.

Soft-reset is our friend.
I see it. The dot represents your finger and you long-press the icon but it doesn't move, And your texts are empty. The icon thing sounds like your launcher is locked. Without know which phone and launcher you are using makes it hard to tell you where to look, but if you have launcher settings, that's the best place to look. It also might mean you have it in guest mode where only certain parts of the phone are accessible. It s for when you let a child or a friend use your phone without worrying about them either getting into your personal stuff, or messing it up accidentally.
