Help Poor reception?

I'm getting poor reception on my phone, does anyone else have this issue?
I get one bar in my basement.
I get three bars in various locations through out the city.
I get two bars at the lake, and the internet is so slow I can't even use it.
I don't know what to do?
 
Has this just started happening or has it been from the get go?

I find my house is a Faraday Cage and stops me from getting most signals out but in a city I find it hard to believe you do not get good reception...

Who are you with and when you say 3 bars etc is that GPRS or 3G etc?

I'm in Winnipeg Manitoba, not a huge city but big enough. I'm with Rogers.
Data is literally useless when I'm at the lake. And I've tried it at two different lakes, both show coverage by Rogers, and both fairly popular lakes.

It's always been like this as well.
I also just ran the Rogers update last night, other than the wifi issue, I'm guessing it really wouldn't have anything to do with reception.
