How do I enable pop ups on my motorola RAZR m android phone?

What do you mean by "enable pop-ups"? What sort of pop-up?

I am filling out a job application on RAZR m droid phone. Got to question regarding taxes and it says you must Allow popups.
You've not said what browser you are using, but have you checked all possible settings in the browser app? I'm not familiar with the RAZR M's stock browser, but most have a pop-up blocking setting somewhere, though not always in an obvious place.
If you really cannot find it anywhere, try installing a different browser. Looking through mine, I can't see such a setting in Firefox but can see pop-up options in NB Pro and Ghostery (I recently had a purge of browsers, so currently only have those 3 installed).
