Help Potential spam call android PLEASE HELP!!!!!!

Good day, i was checking someone phone and they get this message and this black screen saying potential spam call avoid sharing personal info after they hang up from a call. they are finding it annoying and want to get rid of it. I will post the photo below. Has anyone seen this or have any tips on how to get rid of it. It seems to be a part of the normal phone app that comes with the phone but I could be wrong. Has anyone seen this and can tell me how to disable. Thank you

I suspect the obfuscated phone number has been tagged as a spammer or other undesirable. Depending on where you are it can be a feature of the phone. In China we have it, where users can tag incoming phone numbers as telesales, spam, scam, obscene, etc. and then other users will see it. There's probably an option in the settings to disable it if required.

The Samsung Note7 I had definitely had this number screening feature, but I didn't receive any such calls during the few weeks before I had to return it, so can't say if the screen goes black or not.

Well I am in the bahamas and the person I am checking on it for they get that on basically all calls they get from cell phones. I called his phone and it popped up. For him it just started happening a few months ago and I guess the black screen is annoying to him I cant find that setting to disable it in settings

Possibly there's something in the way mobile phone numbers are formatted there, that makes the phone assume they're spammers. Hoes does the telephone numbering plan work in the Bahamas, for fixed land-line vs mobile numbers? Was this Samsung actually meant to be sold and used in that region? Like did it originally come from Hong Kong or something? It looks like an S7 Edge in the picture, what's the version and model number of it?
 
well the cell vs land line they just different prefix like landline maybe 352 and cell mayb 553. But the person has gotten the message from both land line and cell phone calls. i cannot contact the person at the moment but I dont think its a s7 probably a lesser model although I cannot be 100%. And over here for the most part we get our samsung phones from the US. thing is he had the phone for awhile but the message just start popping up maybe a month or so ago i wud assume after an update maybe did it
 
there are apps that can use Reverse Number to see where a call is coming from.
I have one installed on my phone to alert me about unusual callers.
Verizon will provide it for us automatically for a small fee per month.

To me, it looks like that feature is being provided in a very unsightly manner.
