Help power bank LED lights

Hello, i just got a Samsung 20000mah power bank which is made in china i guess, its a fake product i guess. Anyway whenever i put it to charge after a while the 4LED lights turn blue but whenever i displug the charger and plug it again even if i do that in 2 seconds only the fourth LED light starts blinking again for a small while. Is that normal?
Also if the product is actually fake, will it affect the effect of the power bank that much?

The effect of the power bank won't change, but it may not give enough power to properly charge the phone.
