presidential, amber alert settings grayed out. Can't change

I have a new BLU phone with Pie, and the emergency alert settings are grayed out, can't be changed.

Is this a stock android feature? Is there a way to get around this?

I don't want the stupid alerts to be going off randomly.

Nope. They are part of the OS and cannot be removed, unless you root your device

Note that Presidential alerts can't be disabled, rooted or not, or neither Android nor iPhone. Most other phones do allow enable/disable for Emergency and Amber alerts, but if you're really, really averse to any kind of such alerts, don't use a smartphone.
