PREVENT ANDROID FORMATTING WITHOUT UNLOCK

Is it possible to develop an app that can prevent the usual formatting technique of an Android Phone ? My idea is that phones that are stolen are usually formatted to wipe out any security apps. Is it not safe if an option is included whereby the Administrator knows whether to lock or unlock the option of format by Reboot ?

A couple of security apps, Cerberus and Avast I think, can be installed on the system partition so if a thief factory resets, they still function.
