No app to do that, caller id blocking is done through the carrier, not the phone. And if there was a way to unblock numbers, then everyone would do it.

as far as i know... i've been using phones with sim card since 2002 and every single of them i had the option in the phone to block or show my ID

Yes, but that's not what the OP asked, he asked if there was an app to unblock private numbers coming in, not going out.

You basically have to go to the other person's phone and then deactivate the call blocking. Then when that person calls you, the phone number will not be blocked. You can make an app to do that, but then you have to find a way to get that app onto the other person's phone.

YES there is an app for this. It's called TRAP CALL.

The app is FREE but the service is like $4.95 per month.

Set-up is pretty easy (the app does it automatically for you) and once you receive a blocked/restricted call....the key is to immediately DECLINE the call then the call will ring again on your phone but this time with the number displayed.

Check it out. I've used it before. Works very well.
 
Yeah a buddy of mine had a similar app on his iPhone a few years ago but I never paid attn to what is was called. Any free versions that are similar?
 
Gotta say, the TrapCall "watch it in action" vid is about the funniest vid I've ever seen

Anyway, if TrapCall doesn't work in your country or with your telco/provider the next best thing is to install the free 'Mr Number Call Blocker' app and configure it to reroute calls with blocked numbers to your voice mail. If it is important and someone who is on the level then they will leave a message. If it's someone harrassing you they will be disappointed with the effect of their anonymous call – namely none – and very soon stop trying. Prob solved.
