Help Problem with "insufficient storage space"

As the title says, my Galaxy S2 Epic 4G with Jelly Bean 4.1.2 will get that message "insufficient space on device". It does it when I go to update some apps. Even if it's less than 15 mb. I also if I install a new app and if it goes to the SD card because of low storage on the phone the same message comes up when I try to move it onto the phone storage. Also if it starts to get below 200 mb (where as after apps save data) I will get a pop up saying space is running out, even though I have between 195 and 200 mb of free space. What I don't get is that I have over 200 mb of free space on the phone storage, over 10 gb in the USB storage and over 7 gb of free space on my sd card.

I know I can put some apps on the sd card, but I feel no need since I have soo much room on the phone. I'd rather them all be on the phone storage since I read that if an app is put on the SD card it might not work correctly.

The only way I can by-pass that really is to clear the app data on an app that uses a lot of mb just for data. But, that's really annoying since I would have to open the app like it's newly installed and would have to reset everything like I had it.

So is there anyway I can fix this? Maybe lower the amount of space to make that pop up. Anyone know what I could do? Thanks
 
You could delete a few apps you don't use anymore.

You could clear the cached data for several apps.

I am not familiar with Android OS, but I wouldn't doubt that there is a way to increase the 'phone' partition some, but that would require root access and some in-depth knowledge of Android and possibly Linux.
