Problems accessing Music and some apps on google play

I wasn't really sure if this was the place to go for this or the app forum, but here it goes...

I just returned to the United States after spending a year in South Korea. While there I used a Samsung Galaxy Nexus which ran on SK Telecom's 3G network as they didn't seem to have 4G versions of this phone in Korea. It ran on Jellybean 4.1 and never updated past that. For obvious reasons I couldn't access some apps, books, and music while there. Before I left, I reset the phone and turned it in. Well I tried to access Google play music on my computer the other day and it thinks I'm still in Korea and won't let me buy any music. The phone carrier won't actually deactivate my account until Friday, the 20th as they have a policy of waiting 2 weeks before they do. I heard somewhere that I should have gone into the green settings app before I reset my phone, but it's a little late for that. My question is, once the account is deactivated will I be able to access the parts of Google Play I'm restricted from, or is there somewhere else I should go to fix this? I was thinking about either purchasing an HTC One or Google Play Ed. One, but now I'm hesitating. Another thing that just occurred to me is about preinstalled apps. Will I be forced to accept apps that were specific to my Korean phone? They are still listed in my app collection.
 
Once you get a new phone, the apps won't autoinstall if you don't want it to. However I don't think you will be able to access Google Play until you get a new phone. Google thinks that you are in Korea because that's the last location you gave them, and will not be updated until you log in on a new phone.
