problems with netflix

hello. New user here. First post, so let me know if this is in the wrong area.
I have factory samsung galaxy10.1. For data, i tether my grandfathered motorola razr. I cannot get netflix to connect when tethered. All other data apps work fine when tethered. Netflix also works fine when connected to a wifi network. It is only when tethered that i keep getting a notice that netflix is trying to connect. Any info?

I ran the speed test while tethered and while on wifi. The tether was more than twice as fast as the wifi network. Any other ideas?
