Program to create a game?

So I've thought of an idea for a game I really want to create for mobile. The only problem is I don't know of any programs that I can use to create it (at least I don't know of any free ones). I've got experience in programming in VB but that's about it. I'm currently studying A-Level Computing (first year) and have had prior experience in VB before this. For one of my qualifications I've had to create a calculator, recipe amount converter and a hangman game, but these were in VB. Anyone know of any free programs I could use to attempt my game.

You may want to give the App Inventor a try: Front Page | Explore MIT App Inventor

It lets you drag blocks around to get the function you want - and it's a decent way to learn some of the Android-related syntax and structure as well.
