Well, I can't speak for the Tattoo, although it was one of the phones I was looking at before buying my Pulse Mini. The Mini has great sound quality, the built in speakers are adequate (rather impressive actually), but if you plug it into some proper speakers, you get great sound. But if you're looking for a music player, why not just get a Creative mp3 player?
Also, having the PAYG with the Mini does pay off, it's not worth it, imo, getting a load off a phone, but having it on a contract.
