Help Push emails sync frequency with outlook (hotmail) account in Gmail app

My primary email account is a hotmail account, and I have added it to the Gmail app on both my tablet, Nexus 7, and my phone, HTC 10. Does anyone know why I can set the sync frequency to push (as they arrive) on my tablet, but on my phone the highest frequency is every 15 minutes?
