Bluetooth requires a radio in order to work: if you tablet doesn't have this, I'm afraid you won't be able to add it.
If you tablet does have a Bluetooth radio, there should be an option under Settings to turn the Bluetooth radio on. Tap on this to get to setting in order to search for nearby devices and make your device discoverable.
