puzzled about books

From "Play Store" using "Nexus 7" I acquired a book which I can read offline.
I now also have a "Moto G" which shows I have that book but will not let me read it unless I am online.
Can anyone explain that oddity?
 
Nope, as long as you use the same Google account. Just connect to the internet, then open the Play Books app. There should be a little pin icon near the image of the book. Tap that then wait for the book to finish downloading.

EDIT: That seems to have changed. LOL. There's 3 dots at the bottom of the book cover, click that then select "keep on device".

Why do they keep doing this sort of thing? It makes "old" advice found on Google (!) confusing at best, useless at worst. I really dislike this "change for the sake of change" nonsense in apps that serves absolutely no useful purpose.
