QR Code Reader Within Phone

I know that there are bar code scanners that use the camera. But, lets suppose that I use the QR code generator (QR Code Generator) to generate a wifi network code, and send it to someone who needs access to wifi as picture message. How would he go about scanning the code?

Please read carefully. I meant to read a QR code that is saved as a picture on your phone without using a different phone.
