The Fair Trade Commission in South Korea is planning to fine Qualcomm 1 trillion won ($900 million USD) for excessive patent licensing fees. According to the Fair Trade Commission, Qualcomm's licensing fees have been based on the cost of the phones they are used in rather than the chips that the patents apply to.
