Question about data plans

Hey guys I was browsing the T-Mobile website because I wanted to add more data to my account and I spot these 2 plans. Ones 4.5 GB for $20 which is self explanatory but then there's the nation wide unlimited 4G data. Why is it that both are the same price yet ones unlimited and the other isn't? Thanks

If you root you can use foxfi for your hotspot service for free. Well until they patch the phone and break it again but I'm sure foxfi will update to make it working.
