Question about Google Play, Country and App availability

Hello,

Newbie here and apologies if wrong forum. OK, I get that certain apps aren't available outside of certain countries. For example I currently live in Uk and have a Samsung Unlocked NT 7100 (Note 2) on O2 network. When I try to download US Based apps (my US bank app for example) I get the not compatible with your country message.

My question-- is this based on device, Sim, location accessing Play store from or what? Plans are to move to US soon and to swap O2 sim for ATT sim. What happens? Does Play store then recognize the device as US based and allow downloads to it? If in the US with US sim can I still use UK only apps that have already been downloaded to device? Thanks for your help.
 
I'm not sure how they see in what country you are, but there are tricks for installing country restricted apps.

It doesn't work because it requires google play installed on your phone first when it detects where you're.

You need use Market Unlocker or Market Enabler to fake a provider and/or us proxy address to work:
