Question about System/User data amount

I'm confused with my phone as to why the System/User data amount is so high. Currently it's 14.5GB out of the 16GB the phone has. I have an SD card in the phone which is storing 21GB out of the 60GB on the card.

Current phone storage amounts are
Images- 1.82GB
Videos- 4.47GB
Apps- 252MB

Nothing else of any significance taking up space that i'm seeing. I've done Disc Cleanup to free up junk.
My confusion is, why is the phone space showing so much being stored for Videos and Images if I have the SD card installed to deal with those things? Also, where is the 10 or so GB the phone is using? does Android use that much in the phone? I just want to make sure this is normal for me to be at only around 1GB of free internal 'phone' storage.

keep in mind usually Android takes around half your storage for system and updates.

At a total of 6.29GB that's a sizable amount of storage space being used up by those files. Add in the several GBs of the operating system and it's not too surprising there's only a GB or so of free space in the internal storage.
Samsung includes a basic file manager, 'My Files'. Look for the My Files app in your App menu. Those images should be in folder titled 'DCIM' (Digital Camera IMages), so move them into the DCIM folder in your microSD card. Those videos will be in a folder titled Videos or Movies. Move those to your card as well.
And confirm your phone's Camera app is set to save files to your microSD card by default and not the internal storage.
 
I'll have to move them to the SD card and check the settings.. it's odd because I know I had it set to store them on the SD card to begin with and have been for almost a year now. Unless something changed I wasn't aware of. My phone did go odd after a recent update and my battery would only show it being charged to 91% or so. Many fixed it by taking out the battery and putting it back in but I waited it out and a more recent update fixed the problem. Not sure what it is but i'll check all my settings again.
