I have an htc inspire and am liking the go launcher. I of lately, have found an an app called spb shell 3D. Looks awesome, is kinda up there pricewise which I'm okay with. My question is do you have to have a phone that is 3D or will the app look 3D on a non 3D phone.

From the app description, I'd say it uses 3D graphics. That is, a two-dimensional representation of a selected view of a three-dimensional model of an object. So no special screen required. (And it goes without saying that it won't really make your screen look like a 3D screen, it's just that the app "knows" the three-dimensional structure of the object and can show you different sides of it).
