Questions regarding VOIP apps/services

So I kinda wanna setup a VOIP app on my phone. I hear no end of good things about GrooVe IP, however it's also my understanding that it doesn't work for SMS over data. What I'm looking for is an app that'll let me do both with the same number that can be called from any phone, and do it all over data (VOIP) and not use minutes.

Is there any app that'll do it all without a any sort of recurring subscription fee?
 
You need a Google Voice# to use GrooveIP. Once you have a GV#, GV can be used for SMS. I used GrooveIP on my Optimus-V until I bought my Galaxy Player 5.0, now I use it on it. It's a little flakey from time time to time, but works well once you get it set up right. Good to have a cheap phone as a back-up.
 
I have a Google Voice number... well actually a couple, and have since it was still GrandCentral. Are you certain the SMS would go over data if I have GrooVeIP installed? As a for instance, I would want to make sure that 2 people using the same method would be able to send both voice and text over data with no minutes/txt usage, and that they'd only have to use one contact number for the other person rather than having to send SMS over a different contact.
