Qustion about one s and pre paid plans

At this time time I have a EVO V 4G, it's a amazing phone but the 4G is a joke. 1-3 mbps is what I get average. So I been thinking can I just buy the one s ( unlocked) and put it on the prepaid plan. Also on pre paid do you get roaming and full network access like contract users?

No roaming unfortunately.
