Random white circle on my screen

Recently a random white circle surrounded by gray has appeared on my screen.I tried to drag it and delete it but there is no delete spot and I can only drag it around my screen.When I drag it up, down, left and right the white circle follows my finger.I have not found a way to delete and its annoying me.Please help.

No it does not.It just sits there and follows my finger when I hold it down like I said.
