I am having problems with my RAZR Maxx. It will sometimes run perfectly then other times out of the blue seems like no matter what I do everything will force stop and the phone is very slow to respond. Is there any tips or tricks you guys may have to fix this. I am wondering if rooting my phone would help? If so any recommendations on which rom I should use?

If you haven't, try clearing cache/s every few weeks/months. Instructions in this link.

Did you do a Factory Data Reset after the upgrade to Jelly Bean? It is pretty much required.
You could try running in Safe Mode (disabling all apps you added without uninstalling them) and if it stopped then you would know it is caused by an app that you added.

Enable Safe Mode
Power the device off.
Press and hold the Power button (located on the right edge) then select Power off.
Power the device on.
Press and momentarily hold the Power button.
When the Motorola screen appears, simultaneously press and hold Volume Up/Down keys.
Continue to hold the Volume Up/Down keys until Safe mode appears in the lower left.
If it works correctly then it was caused by an app that you added.
Exit Safe Mode with a normal reboot.
Based on your question about root-ing ... I recommend that you don't. There is an awful lot of reading that should be done before you root. The reason is that you are removing a level of protection that you never knew existed and it is common to make a mistake and cause yourself harm.

I say root and install a new rom but yes read first! Alot of good roms out there.

I am following the instructions your provided in the link and I got to where I need to install the safestrap, It says to download APK file and place alongside abd on your computer. I am not sure what they are saying to do here. Could you please clairfy for me? Then it says open terminal on computer and navigate to abd executables and run the apk. I am not sure what it is saying here either.
How do I do that?
