RE: Cover Editor in AF profiles page

Hi guys,
Just creeping around my own profile page and noticed on the upper right a button....

Now everyone here would know by now that I'm sometimes a Button Pusher, so I admit I tried to push the button but to my surprise it seems there's some functionality involved in editing My own profile that I can't access.

I was given a red box that says I'm not permitted basically.
and so I was currious ,
What is that button ?
What's it do ?
And how do I get access to it?

Maybe one of the mods @lunatic59 or @LV426 or someone can shed light on that.

I don't like not knowing LoL

Screenshot would be helpful. Or, at least, what the button is called. I don't see any unnamed buttons on my profile page.
