Depending on your carrier and/or plan, you might already have hotspot enabled. If not, get in contact with your carrier and inquire about adding the feature. Once you have the plan, open up your device settings -> More (under the Wireless & Networks section) ->Tethering & Portable Hotspot. Then tap to enable Portable Wi-Fi hotspot.
