Receiving an error message during install saying not enough memory

I currently have 378MB of internal memory available on my phone (htv evo 3d on ICS.) I am trying to install a test build of my app (13.8mb) and I am constantly told I do not have enough memory available.

I have deleted about 100 photos and videos, two apps and cleared all caches I can find. Any ideas what might be wrong?

It installs fine on my Nexus 7.
 
Deleting such things as photos, videos, documents, etc will not help because they are stored in a different partition than that used for apps.

Try deleting any more unused apps to make space.

This might be a question you wanna ask in your phone's forum as it sounds like that's a phone problem instead of an app problem.
 
sounds kind of dumb but try restarting your phone. This happened to me once and a restart worked.
