Help Red banner on my Droid Razr maxx

Hello, my Droid maxx is flashing a red banner around the perimeter of my phone when I touch the screen to do certain things. ie like tap on the screen within facebook or hit certain icons in my settings of the phone. I believe it is doing it when my phine is loading. What is this and how do I stop it?

Settings>developer options>uncheck strict mode
