Refreshing or simply downloading meteorological data when using WiFi looks like unimplemented

Hi,

As stated in the title, I think that the only way my HTC Desire downloads meteorological data is through the data connection of my mobile provider. But I would like this phone to download meteorological data directly from the Internet when I'm already connected to the Internet, e.g. using WiFi. Why does it never download it, then?
