Apps Regarding Compatibility Testing Suite (CTS)

Hey,

I need some help on CTS.

To begin from scratch,

1 - does it test the device's compatibility with Android OS or does it test the App's compatibility with Android OS?

2 - How do I install it on emulator under Windows platform?
