Mods reinstall android? [Stock only]

It's called reflashing the ROM. However, recovery mode isn't part of the same system as Android, so there would appear to be something else wrong with your nextbook. Reinstalling Android will have no effect on recovery.
 
What you want to do is called a "factory reset". This can usually be accomplished by holding volume up (or down) while powering on your device. Customer support for your device may be more helpful.
