Yes, you have removed a vital part of the android user interface, so it will not be able to boot.
You need to either find the framew0rk-res.apk for your particular phone and reinstall it (I assume you have a custom recovery, in which case if you package it inside a suitable zipped script you could flash it from recovery), or restore your ROM. Note that each phone, and each different ROM for a particular phone, has a different framework-res.apk, so you need to find the right one for your device and it's current software.
If you took a recovery backup (a "nandroid backup") before this happened you can just restore that. If you didn't, please do so before changing anything in the system in future!
If you don't have a backup and can't find the correct framework then you need to install a new ROM. If you can find a custom ROM for your phone then just install that. If not, or if you don't have a custom recovery, you'll have to find how to flash a new set of stock software to the device.
ROMs & procedures for reflashing the phone are device-specific, so without knowing what phone you have we can't be more specific about what you need to do.
