remote access to camera/mic

My phone was recently stolen. From what I can see from Lookout and Android Device Manager the phone is sitting in a huge apartment building. The phone is locked via Lookout. I'd like to be able to turn on the camera, but don't have any pre-installed software on the phone to do this. It seems I am able to install apps onto the phone via the play store. So my question is, is there any app I can install or method I can use, that, without having physical access to the phone, will allow any remote access at all.
 
In order to install an app, you have to have the phone so you can give it permission to install the app that the Play store pushed to it. I don't know of any app you can push to the phone without telling the phone to accept it.

In any case, if you haven't already, the first step is to file a police report. They can't get a search warrant for the building based on an Android Manager map, but there are other ways of skinning that cat, and some members of some police departments can get stolen phones back. (Don't ask questions - I won't answer them.)
 
Can you please let me know an app that'll let me access my phone camera remotely via the web, or over 3G.
