Help Removing pre-installed apps on Android

By now, I know rooting is the method to remove pre-installed. But, is it the one and only method to remove these apps? Isn't there another way to do it like using PC commands?

In the case of Xiaomi phones there are one or two seemingly safe and simple methods on You Tube via a pc to uninstall their unnecessary apps. Safe if you don't select a system app, and simple until the next major UI version when they will come back.
I haven't needed to do it, as I never started them up by agreeing to terms and apart from a single advert once they don't bother me and don't take much space.
