Help Restart vs. Shutdown

Is there a difference, in terms of memory clearance, between a restart vs. a shutdown and re-boot up?

I don't think there would be a difference. In the old days of PC there was, but that has also been changed. To make sure the memory is cleared it would require a shut down and a battery pull on the phone, but again not needed.
 
a full shutdown removes voltage from components for a longer period of time, thereby clearing anything held in capacitive components. i don't think there's a difference in RAM however.

Looking at this another way, this is traditionally looked at as the difference between warm (restart) and cold (shutdown) reboots.

Cold reboots are often helpful for cases where hardware (like wireless components or USB ports) need to be reset to function properly.
