And even then you'll need drivers, and that assumes that the motherboard has the connection needed for a touch panel (I've never taken a touchscreen laptop apart so don't know, but a touchscreen obviously requires extra signals back to the computer which a non-touch panel does not, so a different or additional connector seems quite possible, and your motherboard may or may not have this).
If it's a desktop then it should be simpler - you can just buy a touchscreen monitor. You may need a free USB port for the touch part to communicate with the PC, but you should be able to use it with any PC whose OS supports touch input.
