There are gobs of mp3 splitters out there. I make the first split at the start of the segment I want which puts the segment at the beginning of part 2. Then split part 2 at the end of the desired segment. I also then convert the segment bitrate down to 128kbps or less since you don't really need high quality in a ring tone and it saves memory. Then just copy it to your phone.
