Roaming Notification won't go away since upgrading to Oreo

How do i disable these notifications without disabling data roaming? I've tried everything I can think of and nothing works. It's even showed up when I've disabled roaming. Any ideas? See link to my Google Drive Folder for screenshots. Thanks!
