Round icon looks like a balloon

As per the screenshot, there is a round icon looking like a kinda balloon.. Does anyone know what it indicates? I've never seen it before and I cannot find it on Google.

Pull down the notification bar and long-press the notification. It will tell you which app is putting that there.

Looks like Alexa popping up, I've been seeing this since the last update. Pops up for no reason and disappears.

I looks similar to Alexa, but it's not identical. No idea what it is otherwise, except maybe it's some messaging or voice-assistant type app, it kind of looks like a quotation mark?
