Apps Running an app in the background

I want to make a security app like the ones out there but mainly for tutorial purposes. I want to be able to send a message if my phone is stolen, have it turn on the volume, send me the location, and if the right message is sent have it blast some loud alarm or something. I want this to be done without the phone holder knowing about it.

So how do i specify for the program to always run and now be killed by an app killer or something?

And how do i turn on the phones volume with the app.

Code it as a service and yes, a service will still be killed by an app killer
