Help S Voice "Server error. Please try again"

Hi, I'm new. Long time iPhone user turn Android.

I'm not really sure what's wrong with my S Voice, every time I've tried to use it I get the "Server error. Please try again" message. I've cleared the app data and restarted the phone to no avail. The one time it randomly did work was when I asked what the weather was - but it gave me the weather for Cambridge, MA. I'm in Point Roberts, Washington... I'm on wifi currently, I can't say if it worked when using 4G LTE because I don't think I even used it because the phone is so new. I can't try until I get back across the boarder because I don't have cell service (AT&T) and don't want to pay the huge roaming data fees.

So,

Phone is all stock, never rooted. I'm on airplane mode with my mobile data turned off, connected to wifi. Not sure if this makes any difference or not. I feel like it should work regardless, especially if I'm on wifi. Does anyone else have issues with their S Voice? This is kind of frustrating. (4.0.4)

I'm certain - unless someone tells me I'm wrong! - that S Voice only works when you have a data connection. I think that all changes when we get the Jelly Bean update though.

I've got the update to JB, does this mean that S voice is useless now.
