I have Samsung Galaxy Ace II. I set roaming on my phone and I ma in Europe now. I can not do anything, phone anywhere, text anywhere, it is completely useless, exept I can use wifi.

There are some places that your carrier may not have a roaming agreement with the carriers that have towers in the area, in that case, you will get no service. and if for example, your normal carrier is sprint or verizon, then you will likely have issues in Europe as most carriers there use GSM rather than CDMA.
