Hi, I have the listed phone on Metro PCS. Bought it about a month ago. First few days it was super quick, fast browsing, buffered videos really quick. I downloaded a few apps, nothing spectacular, but after a few days it started lagging badly. I get 4G, full bars, have used only 700 mb of data so far (Did alot of reading about throttling). While connected to wi-fi however it's back to super quick speeds. Thats pretty much the gist of my problem as it stands. Any ideas? Below I'll list everything I've done already to help it. (Btw my wife has the exact same phone, untouched by everything Im going to list and experiencing the same thing.) Please help 
Rooted it: Removed all bloatware
Ran a speed test: On network, unlimited data plan, I'm getting an average upload/download speed of 0.10 mbps
Did a system check: ROM load stays under 20%, over half Ram always available.
Changed animation scale.
Changed build.prop values: This made it even quicker, along with everything else, while connected to wi-fi, but no changes while running off network.
Disabled power saving mode: Hoping this would choose performance over battery life, no avail.
I want to unlock this phone's potential without being on wi-fi, any help would be appreciated.
