Samsung Galaxy s2 WiFi frozen

So, I have a Samsung Galaxy s2 LTE running android version 4.1.2. I bought it off Kijiji and have had it for almost a year. I haven't had any problems until now.
A few weeks back I got caught in a rain storm, my phone got a little damp (it was in my bag) but everything worked perfectly, everything but the WiFi. I'm not sure if the rain had something to do with it, seeing as I know very little about phones, but now my phone WiFi permanently saying "Turning on..." and the WiFi toggle is frozen off as well. I have only tried a hard reset, not a factory reset seeing as I haven't read anywhere that that would work (saving it as a last resort).
If you know anything about this problem or what I should do I would really appreciate the help.

Hi, welcome to Android Forums.

I'm sorry you are having difficulty with your Samsung Galaxy S2. You might want to try using an application like FXR WiFi fix and rescue.

Otherwise, you could try putting your phone in a sealed container of rice for 48 hours, make sure it's turned off.

The last resort is to factory reset.
