Strange indeed. Try removing the back cover and pulling the battery out for 30 seconds to a minute. Reinsert the battery, put the cover back on and power up the phone.
If the problem is still there, you may need to do a factory reset in Recovery. This will delete all apps, app data, user data, settings, accounts... everything except what's on the SD card (which you should remove before doing it). It will restore the phone to brand new, out-of-the-box condition.
Hold down the Volume Up, Volume Down and Power keys all at once until it vibrates; let go and it should go into recovery. If it says Bootloader, use the Volume Down key to navigate to Recovery and the power button to select it. Navigate to Data Wipe / Factory Reset and press power to select it. Verify that you DO, in fact, want this last resort. I say it's a last resort: but I guarantee that it is a troubleshooting step that the phone company's tech support will have you do anyway.
After the reset, reboot the phone if it doesn't reboot on its own and log in using your Google account. If the problem STILL persists, time to take it in to the store for work (if it's under warranty or Total Equipment Coverage). Hope this helps and good luck!
