Help Samsung Galaxy S3 Ringtone starts quiet

Hi,
In Samsung Galaxy S3, I put an mp3 ringtone.
When someone calls me, the ringtones starts quiet for 2 seconds and then goes to the normal volume.
How can I fix it?

Sadly there is no setting for this. Mine does the same thing. Its annoying but oh well I guess it just is.

It has to be different because Apple may hold a patent on ringtones that start out at normal volume.
