What can I do when my samsung galaxy s3 wi fi will not turn on?
 
Have you tried to reboot the S3? It may just be a temporary glitch preventing the WiFi from being turned on. Hold down the power button, select Power off or Restart from the popup menu. Hold down the power button again, if you selected Power off to turn on (boot) the phone after shut down.
